IV. Gradual achievement of self- economic reliance (localization of manpower).
Development is the measured in the level of improvement of line of the people and strengthening the capacity of nation to deal with situation. It covers the whole complex and interlocking web of economic activity, catalytic forces unleashed by technologies and industrialization, the under current of social changes, the momentum of urbanization and its impact on politics, society and religion.

Purpose of development reporting.

Present is the key to future.
Motivation to people.
Self-involvement to change their life.
Broaden perspective.
Highlights the new changes and trends.

a) If you writing a development story, see that your story is meaningful to the community that your paper serve.
b) Research the story from its pre-development stage to its current status.
c) Give a paper hearing to all those involved in the development project and find out true causes of delay.
d) Mention names, take down complain and point out directly who are responsible.
e) Look for parallel.
f) Quote frequently.
g) Be very careful about facts and figure.
h) Avoid temptation to rewrite.
